In OCTGN, open the GAMES MANAGER tab and in the drop down menu on top-left select 'Community Games'. Install Duel Masters OCG from the games list. Click 'Add Image Packs' in GAMES MANAGER and install the image pack file you downloaded. Welcome to the OCTGN Game Directory. For instructions to install OCTGN and the various games featured here, click the tabs above. To find more information on a specific game, click the game’s link on the right-hand sidebar.

Instructions: download and unpack the zip-file. Start AnrOctgnDl.exe and the app will try to download the list of available data packs. Then select the subset of card images in the tree control on the left, select the OCTGN ImageDatabase directory with the button on the left and then press 'download'. That's it!

The change log at the bottom will tell you when the last data pack was made available or when a newer application version with more features is available!
Technical details: written in Qt, so unfortunately my zip-file does not only provide the 97KB application, but also 37MB (!) of Qt runtime DLL's. You might need to add firewall rules to allow this application to contact NetrunnerDB.com, Acoo.net and members.upc.nl (the location where I hosted the configuration file which will be updated for new data packs).
Please let me know if something doesn't work as expected or if you have ideas for new features
